About SPNIWCD (Formerly NIPCCD)

The Savitribai Phule National Institute of Women and Child Development (SPNIWCD) is a premier national-level institution dedicated to promoting the welfare, development, and empowerment of women and children in India. It functions under the Ministry of Women and Child Development, Government of India.
Earlier known as the National Institute of Public Cooperation and Child Development (NIPCCD), the institute has evolved over the years to expand its scope and impact in areas such as child development, gender studies, counselling, training, and research.
SPNIWCD operates through multiple regional centres across India, making its services and programs accessible to a wider population. These centres include:

Each regional centre plays an important role in delivering training programs, research initiatives, and capacity-building activities tailored to local needs.

About the ADCGC Programme
- Offered by SPNIWCD, Regional Centre Mohali under the Ministry of Women & Child Development, Government of India
- Conducted in collaboration with the Department of Psychology, Panjab University, Chandigarh
- Designed to provide a balance of theoretical learning and practical counselling training
- Course Structure: 10 months coursework + 2 months internship
- Medium of Instruction: English (for both coursework and fieldwork)

About the Department of Psychology, Panjab University
Established in 1959, the Department of Psychology at Panjab University (PU), Chandigarh is a well-recognized centre for psychological education and research. The university itself is supported by both the Central and State Governments.
The department has a strong academic and research presence across multiple areas of psychology, including:

Eligibility Criteria
To apply for the ADCGC programme, candidates must meet the following requirements:
- A Master’s degree in Psychology or Mental Health (regular mode) from a recognized university
- Minimum 55% marks (relaxation to 50% for SC/ST/BC/PwD candidates)
- Must have studied English (Core/Elective/Functional) at 10+2 level or above
For eligibility calculation, the percentage will be based on the aggregate marks of all Psychology/Mental Health papers, if not specified separately by the university.
Admission Criteria
Admission to the ADCGC programme will be based on a two-stage selection process:
- Selection Process
Candidates will be shortlisted based on their performance in the Written Entrance Test followed by a Personal Interview. Final selection will depend on overall merit. - Eligibility for Interview
- Applicants must secure at least 50% marks in the written test to qualify for the Personal Interview.
- A 5% relaxation is provided for SC/ST/BC/PwD candidates, making them eligible with 45% marks.
- Medical Fitness Requirement
Selected candidates must submit a medical fitness certificate from a registered medical practitioner at the time of admission.

Written Entrance Examination (Weightage: 60%)
The selection process begins with a written test conducted in offline mode at SPNIWCD Regional Centre, Mohali.
- Duration: 1.5 hours
- Format: 60 MCQs (1 mark each)
- Negative Marking: 0.25 marks for each incorrect answer
Syllabus includes:
- Psychology
- Statistics & Research Methodology
Important Instructions:
- No separate admit card will be issued
- Candidates must carry their fee receipt and valid ID proof (Aadhar/Voter ID/PAN)
- All updates (eligible list, results, etc.) will be published on the SPNIWCD and Panjab University websites, and shortlisted candidates will also be informed via email
Personal Interview (PI)(Weightage: 40%)
Candidates are shortlisted for the interview based on their performance in the written test. The top 60 candidates are invited for the Personal Interview.
Assessment is based on:
- Academic performance in Master’s (Psychology/Mental Health)
- Qualifications like UGC-NET or Ph.D. (if applicable)
- Communication and presentation skills
- Relevant work experience in counselling/mental health
Documents Required:
Candidates must carry original documents along with photocopies, including:- Aadhar Card
- Academic certificates (from Matriculation to Postgraduate and above)
- Migration and registration certificates
- Experience certificate (if applicable)
- Reservation certificate (issued within the last 6 months, if applicable)
Note: Preference may be given to candidates who have studied at the Department of Psychology, Panjab University (Master’s/Post M.A. Diploma in Counselling & Psychotherapy).
How to Apply for ADCGC (SPNIWCD Mohali)
- Step 1: Click on the link given below to download the application form (attached at the end of this post). Print it and fill in all the details carefully. CLICK HERE
- Step 2: Attach all the required documents along with the completed form. Make sure everything is properly filled to avoid rejection.
- Step 3: Submit the application before April 30, 2026 (5:00 PM).
- Step 4: Pay the application fee of ₹1,000 (non-refundable) through online transfer to the institute’s bank account (details mentioned below).
- Step 5 (For candidates outside Mohali):
Send a scanned copy of the filled form + payment proof via email, and also courier the hard copy to the institute address before the deadline.

Withdrawal Policy
- Candidates can withdraw their admission within 15 days of taking admission by submitting a written request to the institute. In such cases, the fee will be refunded after a 10% deduction.
- If a candidate withdraws after the course begins (July 1, 2026) or during the programme, they will be required to pay an additional ₹60,000 as withdrawal charges.
